Vote results are often also (or only) presented in percent.

Allow voteplugin to output vote result alternatively in percent.

suggestion for syntax

 this page has [{VotePlugin value='yes'}] yes votes
             ( [{VotePlugin percent='yes'}] )

Example output (from above)

this page has 11 yes votes ( 53% )

coding suggestion see atachment vote.diff to make voteplugin accept parameter "percent" in addition to "value"
