I've described it on my home page (MurrayAltheim) in a bit more detail, but essentially it allows (via a change in the jspwiki.properties file) a reversal of the wiki markup for headings: instead of "!" generating h3, it now generates h1, and "!!!" instead of generating h1, now generates h3. The code change is in one file, which I've attached to my home page.
