If you set up the XMLUserDatabase to point to a non-existing file, and start, the XMLUserDatabase will create a new database under WEB-INF. Unfortunately, when you restart without changing the original file path, you'll find that the userdatabase is updated, but not read properly (i.e. you can register, but you cannot login.)
This should be fixed in 2.3.55 and higher... --Andrew Jaquith
