It would seem that BugReportHandler is broken: we don't get plain text explanations anymore, but the actual parameter names.

In addition, it seems that the WikiForms handler may be slightly broken: SubmitBugReport displays a "Title is required" before the form is submitted.

Strangely enough; this may have disappeared in 2.3.52 without an active fix...
